| Nope no actuator on that one it just flopped down when the grapple came out. Funny thing you can see it here just flopping around. I had never noticed it until yesterday. I learn something new every time I watch the movies....frame by frame.....

That is the toggle for the canopy.
I know this cause I saw them open the On Star car like this.
I don't have a batmobile, but I have a remote R2-D2

| JK is right the switch is used to open the canopy. If you look closely on your car you can see the tape lines from this and other items underneath your car.
