Nope no actuator on that one it just flopped down when the grapple came out.  Funny thing you can see it here just flopping around.  I had never noticed it until yesterday.  I learn something new every time I watch the movies....frame by frame.....

That is the toggle for the canopy.

I know this cause I saw them open the On Star car like this.

JK is right the switch is used to open the canopy. If you look closely on your car you can see the tape lines from this and other items underneath your car.
