I think the Build Forum would be awesome! I like the chapters idea. With each chapter you would cover just a small step and then everyone could put their two cents in. I think it would be great just because I know there are some threads somewhere in here that I will want to read again, but hunting them down is a pain. And maybe you could set a limit to the number of posts allowed in each chapter, if there's more then compile them together or only use the most helpful threads. That way it stays a simple build forum and not a stack of 300 posts per chapter. Ok... well there's my post for the week lol... later.
