No, this car would function for Batpimp. This design, and the Kilmermobile, takes away any and all stealth and logical utility. I think any vehicle used by Batman would stand out, (unless he used a normal car on the outside retrofitted with useful items). But I think it takes away from the character to have him try and stand out with neon lights and obnoxious fins.
That being said, I agree that I couldn't design or build this car. I have too much respect for the character.

They need to add in it's flashy paintjob and rave-like lighting system. I mean, if you can't catch the bad guys, at least you'll look good driving away in shame.

A really really cool gadget on this would be an umbrella that pops out to cover up George Clooney's bumbling head when it rains- otherwise I guess Batman can't fight crime during bad weather.
