Carl, welcome to the board. You have a lot of reading to catch up on. Most of your questions can be answered in other threads. Take your time and enjoy them. After reading them you will learn a ton of info and probably have a lot more question.  DH is correct those pictures are all from our board Mattel (ex) expert.

Ok... I tried the trick mentioned here:
SEARCHING the forum...
I searched for "Dream Halloween site:www.chickslovethecar.com" and I couldn't find any info on the 1:18 scale Dream Halloween Batmobiles. I did find someone asking about "halloween dream 1:7 scales" though but no answer to that question or any basis for the question either.

If I remember correctly there were only 3 made. The VIPs of Mattel each kept one. This is one of those questions that only Dave can truely answer. Unfortunatlely Dave had to have surguary a couple of weeks back and is just now getting back on his feet. He will probably be back on the board once he feels better and has caught up on his work.

Looks like I owe you a lot of answers huh? LOL. Thanks for the well wishes...I'm typing again Jack! I'll start with the first one (the grey upside down shot). That was a prototype we did (back when I was in Hot Wheels) of the 1/18 scale diecast cocoon. The idea was that you could purchase a limited edition cocoon that you could then fit over your 1/18 diecast. Similar to what AMT did with that mail-in cocoon vac-form shell. Couple of problems arose. 1. the diecast was terribly expensive and heavy and 2. it wouldn't fit into our standard 1/18 boxes at the time. Plus marketing folks thought it was boring although I was convinced collectors would order plenty to cover their 1/18ths.
Never made it to production. I think the prototype is still in HK somewhere.

The Dream Halloween 1/18 cars were made for the Mattel design VPs...yes. I worked with engineering on these and basically had the same factory that did the small ones, do the big ones. I took them home one night and hand applied the flames and decals...then clear coated. Sometime back in Xmas 2003 I think.
Cost? LOL!!! I can't even imagine how much these would go for. The factory charged us a few hundred each just for their work!! AND THEY were part of Mattel!!!
I think they ran some $$$$#'s but the cost for production was just too high. They looked awesome on my work bench though.
