CA is one of the hardest states to get info from license plates. Not impossible by any means, but damn difficult! Almost every other state lets you check information through huge databases. Ca. is so wrapped up in privacy that they "shield" people from prying eyes. Damn privacy laws....  Now having said that.... CHECK THE POLICE FILES!
