I searched the web and found few answers but was there any official explanation in novel or comics?

Same way he got the info on Shreck; presumably Alfred shredded the blueprints
and flushed them with some guano, calling it to Penguin's attention.

Never heard that stated anywhere. OTOH, in the novelization it
says the Penguin got the Batmobile plans from an disgruntled
Wayne Tech employee.

You mean in Batman Returns, where the penguin's goons tamper with the turbine and/or from the comics?
